Captain Jellico.
This was the state of discipline on the Enterprise under Picard.
Edward Jellico was the 47th captain of the fishing smack Enterprise. He conspired with Sub Admiral Alynna Nechayev to assume command of the flag ship of the Federation in order to hand noted frog Jean-Luc Picard over to the spoon-heads. It would have worked, too, if it hadn't been for those pesky kids.
As a security measure, Jellico appointed Commander Data First officer and made him wear a red shirt and stand in front of the captain at all times.
Data, an officer whose loyalty does not bear close inspection, was particularly sad to see Jellico return command to Picard.
